Commit transaction after SNAPSHOT isolation change
A commit() is emitted after an isolation level change to SNAPSHOT, as both
pyodbc and pymssql open an implicit transaction which blocks subsequent SQL
from being emitted in the current transaction.
Fixes: #4536
