Setuptools v54.1.0 introduces a warning that the use of dash-separated
options in 'setup.cfg' will not be supported in a future version [1].
Get ahead of the issue by replacing the dashes with underscores. Without
this, we see 'UserWarning' messages like the following on new enough
versions of setuptools:
UserWarning: Usage of dash-separated 'build-requires' will not be
supported in future versions. Please use the underscore name
'build_requires' instead
UserWarning: Usage of dash-separated 'doc-files' will not be
supported in future versions. Please use the underscore name
'doc_files' instead

We add _trial_temp to ignores because now we run the Twisted test suite as
part of tox, py.test tries to recurse into it.
We also require py.test 2.8.2 because older version don't properly handle
deprecated_call which we use.

Since the current state is ambiguous, we took a vote which route to take.
@alex, @dreid, @reaperhulk, and me were all in favor of PEP8; that seems enough
of a consensus.
