netbsd: Improve handling of <locale> and <xlocale.h> headers
NetBSD ships with strtod_l(3) in <stdlib.h>.
Having strtol_l(3) doesn't imply to have <xlocale.h>.
Generalize inclusion of <locale.h> and <xlocale.h>.
