Merge CPAN version.pm tests into CORE.
It has become increasingly difficult to maintain the CPAN tests
and the CORE tests, so include the [subtly edited] CPAN tests
into the CORE code instead. NOTE: this also bumps $VERSION to
match the forthcoming CPAN release.
