build: accept new configure-time option --enable-gcc-warnings
* configure.ac: Enable many options.
* bootstrap.conf (gnulib_modules): Add manywarnings.
* src/Makefile.am (AM_CFLAGS): Use $(WARN_CFLAGS) and $(WERROR_CFLAGS).
