Convert gate_hook to devstack-toolsmitaka-eolstable/mitaka
Conflicts:
neutronclient/tests/functional/hooks/gate_hook.sh
Mitaka changes: added vpnaas hook and use load_rc_hook to load it
instead of setting DEVSTACK_LOCAL_CONFIG.
