Remove broken legacy zuul jobs
These are legacy jobs in the experimental queue that never run
successfully:
* legacy-grenade-dsvm-neutron-multinode-zero-downtime [1]
* legacy-tempest-dsvm-nova-libvirt-kvm-apr [2]
As we need to get rid of the legacy jobs this patch
proposes to simply drop these broken jobs.
