BUG#17754

Added new syntax ALTER TABLE t1 REMOVE PARTITIONING,
changed semantics of ALTER TABLE t1 ENGINE=X; to not remove partitioning
Fix a number of mix engine bugs in partitioning

  New syntax for REMOVE PARTITIONING
