Added new ANSI functions LOCALTIME, LOCALTIMESTAMP and CURRENT_USER

Added CEIL as an alias for CEILING
Cleaned up CHECK constraint handling.
(We don't anymore require braces after CHECK)
Added casting to CHAR.
