Add a gitlab CI script for continuous testing
The script will build and run the tests in a Fedora image. Currently
it only runs on non_aws runners, as IPv6 is needed for some tests
and the aws runners don't provide this. See
https://gitlab.gnome.org/Infrastructure/GitLab/issues/313 for
details.
