Don't depend on netinet/ip.h.
It might define ip_len as a macro on AIX, causing compile problems for
libnet-headers.h (reported by Alo Bar-Lev <alon.barlev@gmail.com>).
In general, libnet should not use system's packet structures, they
vary too much across platforms.
