rts/Sanity: Allow DEAD_WEAKs in weak pointer listwip/T19162
The weak pointer check in `checkGenWeakPtrList` previously failed to
account for dead weak pointers. This caused `fptr01` to fail in the
`sanity` way.
Fixes #19162.
