Build system: use stage0 to build dll-split
When cross-compiling ghc itself, this prevents:
"dll-split: cannot execute binary file: Exec format error"
Test Plan:
* ./configure --target=arm-linux-gnueabihf
* DYNAMIC_GHC_PROGRAMS=YES
* Stage1Only=NO
