compiler: Eliminate accidental loop in GHC.SysTools.BaseDirwip/T20757
As noted in #20757, `GHC.SysTools.BaseDir.findToolDir` previously
contained an loop, which would be triggered in the case that the search
failed.
Closes #20757.
