gdkkeys-win32: Perform keyboard layout substitution
For some users, GetKeyboardLayoutNameA() returns an alias instead of the fully resolved keyboard layout identifier. In that case, we have to query the registry to resolve the alias before we can look up the DLL path. See comments under #4610
