Added pointer to devel web page to grep/README-alpha.
This is an excuse to test whether logs and diffs to the webcvs tree find
their way to the grep-commit mailing list.
If the email messages for _this_ change to the cvsroot tree make it first,
we'll know it still doesn't work.
