Use AM_CONDITIONAL rather than AC_SUBST.

(AC_OUTPUT): Remove `applets/netwatch/Makefile'.
* Makefile.am (gmenu): New var.
(SUBDIRS): Use $(gmenu) instead of @PROGRAM_GMENU@.

These were automatically `msgmerge'd when I was testing `make dist'.
After a quick check, I'm convinced that this hasn't lost any
translations, except those that wouldn't have been used anyway, since
