In general, it is not very helpful to keep the transient units to scope
applications loaded if they fail (e.g. application crashes). So set
CollectMode=inactive-or-failed on the created unit.

A convention was defined in systemd. This convention means we should use
the app- prefix for the scope name (or any longer prefix), and encode
application ID as the second last item (- delimited).

These tests require that our locale files have been installed properly,
so they need to be deferred until libgnome-desktop has been installed.
Build-time tests can't rely on that, but installed-tests can.

Not all mimetypes are based on extension/content, obscuring the filename can break things
Flatpak exposes the original name, can't see it's a problem that a thumbnailer can see it

Running all the tests isn't optional, and could lead to tests being
skipped if there's any sort of transient problem with the CI setup.
Seeing as those tests test things that could easily be broken by someone
who doesn't run those languages, we need the tests to be run.
We'll keep the locale setting checks though, to fail more gracefully
when locales are not installed correctly.
This reverts commit 9ae847ec875efe443d51d584fa6c61966c7c3c7c.

The English language langpack is now separate from the rest of the OS,
so install it to run en_US wallclock tests.

Meson was installing the test data to datadir but also telling the
binaries to look for the test data in libexecdir.
The installed test specification says 'it is highly encouraged for
components to place test binaries and data in
$(libexecdir)/installed-tests/$(PACKAGE)-$(PACKAGE_API_VERSION)' so
unify on libexecdir.

Hebrew clock format was changed in 6e5e2cd513f908d21a69ca6ddad3c7431549efdc.
I've reported https://gitlab.gnome.org/Teams/Translation/he/-/issues/1
to confirm the change is intended.
