All parts of GNOME will now require LibGTop >= 0.30.0 which is the latest

* gnome-libgtop-check.m4: All parts of GNOME will now require
LibGTop >= 0.30.0 which is the latest version from CVS and
already feature-freezed for GNOME 1.0.
