Update.

* iconvdata/Makefile: Add rules to run tests.
* iconvdata/TESTS: New file.
* iconvdata/run-iconv-test.sh: New file.
* iconv/iconv_prog.c (main): Call process_block with OUTPUT stream,
not stdout.
