It's possible that user pastes accidentally also unsubscribe link
which is included in footer of notification emails. This unsubscribe
link contains personal token which attacker then use to act as the
original user (e.g. for sending comments under his/her identity).

This moves the logic of Project#rename_repo and all methods _only_ used
by this method into a new service class: Projects::AfterRenameService.
By moving this code into a separate service class we can more easily
refactor it, and we also get rid of some RuboCop "disable" statements
automatically.
During the refactoring of this code, I removed most of the explicit
logging using Gitlab::AppLogger. The data that was logged would not be
useful when debugging renaming issues, as it does not add any value on
top of data provided by users.
I also removed a variety of comments that either mentioned something the
code does in literal form, or contained various grammatical errors.
Instead we now resort to more clearly named methods, removing the need
for code comments.
This method was chosen based on analysis in
https://gitlab.com/gitlab-org/release/framework/issues/28. In this issue
we determined this method has seen a total of 293 lines being changed in
it. We also noticed that RuboCop determined the ABC size
(https://www.softwarerenovation.com/ABCMetric.pdf) was too great.

The background migration interval has been reduced from 5 minutes to 2
minutes, so we have to adjust this migration accordingly.

This adds a database migration that creates routes for any projects and
namespaces that don't already have one. We also remove the runtime code
for dynamically creating routes, as this is no longer necessary.

`perform_enqueued_jobs` is a Sidekiq method.
Using this method violates the Dependency inversion principle[0].
This commit replaces `perform_enqueued_jobs` with ActiveJob's abstract
method `perform_enqueued_jobs` in specs.

Prior to this change, the migration touched the disk path. This has been
removed.
Further, I believe it also fixes a bug. It seems that GitLab Shell
checks if the root path exists, when the path is duplicated. For
example, if the shard is located at /home/git, it did check if
`/home/git/home/git` existed.

This old migration used Rugged to find a commit, while Gitaly is the
prefered way now. By migrating this to Gitaly, Gitaly is now a required
running component for this migration.

This commit has two migrations:
1. The first prunes duplicate rows in the project_features table and leaves
the row with the highest ID. Since the behavior was indeterministic before
and depended on which row the database decided to use, this change at least
makes the permissions consistent. For example, in some cases, the Wiki may
have been disabled but enabled in another entry.
2. The second adds a non-null constraint on the project_features.project_id
column.

Fixes a significant part of gitlab-com/migration#408.
We found that we were overcounting Wikis because of these duplicates.
On GitLab.com, there are 56 rows with duplicate entries by project_id, and 16,661 rows with NULL project_id values.
