Refactor fetching healthy shards with Gitlab::HealthChecks::GitalyCheck
There is only 1 `HEALTHY_SHARD_CHECKS` used:
Gitlab::HealthChecks::GitalyCheck
So we can simplify code to get the list of healthy shard names.
