Merge branch 'jn/makefile-cleanup'
Tightens dependency rules to avoid unnecessary recompilation, and
cleans up our Makefile in general.

Makefile: document ground rules for target-specific dependencies
Makefile: move GIT-VERSION-FILE dependencies closer to use
Makefile: build instaweb similar to other scripts
