Merge branch 'sb/submodule-recommend-shallowness'
An upstream project can make a recommendation to shallowly clone
some submodules in the .gitmodules file it ships.
* sb/submodule-recommend-shallowness:
submodule update: learn `--[no-]recommend-shallow` option
submodule-config: keep shallow recommendation around
