Merge branch 'rs/no-no-no-parseopt'
* rs/no-no-no-parseopt:
parse-options: remove PARSE_OPT_NEGHELP
parse-options: allow positivation of options starting, with no-
test-parse-options: convert to OPT_BOOL()
