Tag a release because of many updates.

A lot of small fixes seem to have been merged since the last tagged
release. Some people are looking for a new tag as a basis to work on,
so it feels like time to at least tag this.

Although I can't guarantee it (previous maintainer not available to
support), nothing stands out to me as a completely new and incompatible
feature or API change.  Still it feels like more than a simple patch
change, so the minor number is bumped up just to communicate the need
to look at the result a bit more closely if you're upgrading.
