If vec.h is included before ggc.h it forward declares ggc_realloc with
defaulted arguments. This means ggc.h can not be included later because
it would lead to a second declaration of ggc_realloc with defaulted
arguments. In generator programs vec.h can not include ggc.h because it
may not exist yet. So generator programs must make sure they include
ggc.h before anything that includes vec.h.

* genemit.c (gen_split): Strengthen the 1st param "curr_insn" of
the generated "gen_" functions from rtx to rtx_insn * within their
implementations.
* genrecog.c (write_subroutine): Strengthen the 2nd param "insn" of
the subfunctions within the generated "recog_", "split", "peephole2"
function trees from rtx to rtx_insn *. For now, the top-level
generated functions ("recog", "split", "peephole2") continue to
take a plain rtx for "insn", to avoid introducing dependencies on
other patches. Rename this 2nd param from "insn" to
"uncast_insn", and reintroduce "insn" as a local variable of type
rtx_insn *, initialized at the top of the generated function with
a checked cast on "uncast_insn".

maybe_eval_c_test): New routines and data structures to
support insn elision.
(init_md_reader): Read and initialize the condition_table.
(read_md_rtx): Discard insn patterns whose C test is provably
always false.
* gensupport.h: Declare new functions and data structures.
* genconditions.c, dummy-conditions.c: New files.
* Makefile.in: Build genconditions; run it to construct
insn-conditions.c; build that and link it into most gen*
programs.
