PR libobjc/30445
* configure.ac (extra_ldflags_libobjc): Define appropriately for
Cygwin and MinGW hosts.
* Makefile.am (libobjc_s.a): Remove dead pre-libtool target.
(libobjc.dll): Likewise.
* configure: Regenerate.
