Fill HSA_RUNTIME_INCLUDE and HSA_RUNTIME_LIB according to the new configure options. (PLUGIN_HSA_CPPFLAGS): Likewise. (PLUGIN_HSA_LDFLAGS): Likewise. (PLUGIN_HSA_LIBS): Likewise.
