* unwind-pe.h (base_of_encoded_value, read_encoded_value): Define
only if NO_BASE_OF_ENCODED_VALUE isn't defined.
* unwind-dw2-fde.c (NO_BASE_OF_ENCODED_VALUE): Define before
including "unwind-pe.h".
