* doc/invoke.texi (sink-frequency-threshold): Document.
* tree-ssa-sink.c: Include params.h.
(select_best_block): New function.
(statement_sink_location): Use it.
* params.def (SINK_FREQUENCY_THRESHOLD): New PARAM.
