decl.c (grokdeclarator): Don't presume DECL_LANG_SPECIFIC indicates anything special about template depth.

indicates anything special about template depth. Make sure we
only count the user visible template classes.
testsuite:
* g++.old-deja/g++.pt/spec37.C: New test.
