ipa-reference.c (check_operand): Allow FUNCTION_DECL.

* ipa-reference.c (check_operand): Allow FUNCTION_DECL.
(look_for_address_of): Ditto.
(ipa_init): Walk the function decls.
(static_execute): Don't set readonly on FUNCTION_DECL's.
