* gcov.c (fnotice): Add missing FILE* parameter.
(function_summary): Fix format specifiers in calls to `fnotice'.
(output_data): Likewise.
* toplev.c (fnotice): Constify char* parameter.
* toplev.h (fnotice): Add prototype.
