gcc-changelog: Improve error text for overlong ChangeLog lines
This error is wrong, the line is what exceeds LINE_LIMIT characters, the
limit doesn't exceed itself.
contrib/ChangeLog:
* gcc-changelog/git_commit.py (GitCommit.parse_changelog): Fix
grammar.
