PR target/77308
* config/arm/arm.md (*arm_adddi3, *arm_subdi3): Split early except for
TARGET_NEON and TARGET_IWMMXT.
(anddi3, iordi3, xordi3, one_cmpldi2): Split while expanding except for
TARGET_NEON and TARGET_IWMMXT.
(*one_cmpldi2_insn): Moved the body of one_cmpldi2 here.
