[snmp|manager] Add active supervision of NetIF
Add an active NetIF process supervision.
Basically this mean create a process (if configured
to use this) that actively supervises the NetIF
process. This done by simply sending a 'ping'
message to NetIF, which it has to answer with a pong
message.
