Do not include <config.h>, since XMenuInt.h does that now.

This avoids a build failure when configuring on Fedora 17
--with-x-toolkit=no, reported by Dmitry Andropov in
<http://lists.gnu.org/archive/html/emacs-devel/2012-12/msg00078.html>.

RCS keyword removal (only non-comment changes are enumerated here):
* lisp/emacs-lisp/bytecomp.el (byte-compile-version): Variable removed.
(byte-compile-insert-header): Don't use `byte-compile-version'.
* lisp/url/url-vars.el (url-version): Use the constant string "Emacs"
instead of calculating something from the RCS `State' keyword
[the latter is almost entirely useless anyway].
* lisp/forms.el (forms-version): Variable removed.
(forms-mode): Don't use `forms-version'.
* lisp/recentf.el (recentf-version): Variable removed.
* lisp/progmodes/delphi.el (delphi-version): Variable removed.
* lisp/progmodes/ada-mode.el (ada-mode): RCS keyword removed from docstring.
