* configure.in: Allow compiling Emacs with GTK on Cygwin.
* src/s/cygwin.h (G_SLICE_ALWAYS_MALLOC): New variable.
* src/emacs.c (main): Set the G_SLICE environment variable for Cygwin
GTK builds.
