(x_window_to_frame): Remove irrelevant TODO comment.
(w32_wnd_proc) <WM_MENUSELECT>: Show help echo directly.
(my_create_tip_window): New function.
(x_create_tip_frame, compute_tip_xy): Adapt for Windows.
(Fx_show_tip, Fx_hide_tip) [TEST_TOOLTIPS]: Adapt for Windows.
