(HAVE_SOCKETS): Moved here from s/isc4-1.h.
(NO_SOCKETS_IN_FILE_SYSTEM, NEED_NET_ERRNO_H): Likewise.
(LIBS_SYSTEM): Use -linet unconditionally.
