(SET_SYMBOL_ALIAS, SET_SYMBOL_BLV, SET_SYMBOL_FWD):
Check and assume that values are nonnull.  This pacifies
-Wmaybe-uninitialized in Fmake_variable_buffer_local and
Fmake_local_variable.
