* nt/config.nt: Complete rework to bring it in sync with autogen/config.in.
All Windows-specific code moved to src/s/ms-w32.h.
* src/s/ms-w32.h: Settings not specific to Windows moved to nt/config.nt.
Windows-specific code from nt/config.nt moved here.
Obsolete settings removed.
