New hook 'vc-retrieve-tag-hook' (Bug#32754)
* etc/NEWS: Mention the new variable.
* lisp/vc/vc.el (vc-retrieve-tag-hook): New hook.
(vc-retrieve-tag): Run the new hook and update its
documentation string.
