Add `enable-dir-local-variables'
* lisp/files.el (enable-dir-local-variables): New variable.
(hack-dir-local-variables): Respect enable-dir-local-variables.
* lisp/tutorial.el (help-with-tutorial): Ignore directory-local variables.
