(set-case-syntax-set-multibyte): This variable
deleted.
(set-case-syntax-charset): New variable.
(set-case-syntax-1): New function.
(set-case-syntax-delims, set-case-syntax-pair, set-case-syntax):
Call set-case-syntax-1 on arguments.
