(decode_eol): While decoding DOS-like eol, handle a
single CR code correctly.
(shrink_decoding_region) <CODING_CATEGORY_IDX_ISO_7 or
CODING_CATEGORY_IDX_ISO_7_TIGHT>: Skip also 8-bit codes.
