Mark vc-switch-backend as obsolete
* etc/NEWS: Mention the change.
* lisp/vc/vc.el (vc-switch-backend): Mark as obsolete (bug#50344).
(vc-transfer-file): Wrap the calls in 'with-suppressed-warnings'.
