Remove lib-src/vcdiff
* lib-src/vcdiff: Remove file.
* lib-src/Makefile.in (SCRIPTS, STAMP_SCRIPTS): Remove vcdiff.
(stamp-vcdiff): Remove.
* INSTALL, make-dist: Remove vcdiff.
* lisp/emacs-lisp/authors.el (authors-fixed-entries): Remove vcdiff
