Define HAVE_STRCASECMP and HAVE_STRNCASECMP on MS-Windows.
src/s/ms-w32.h (strcasecmp, strncasecmp) [_MSC_VER]: Redirect to
_stricmp and _strnicmp.
(HAVE_STRCASECMP, HAVE_STRNCASECMP): Define to 1.
